Bharat Petroleum Corporation Limited, one of the largest public sector oil marketing companies in India has 3 operating refineries (including subsidiaries) and a strong network of marketing and distribution of petroleum products across the country. BPCL is one of the first few public sector companies who have leveraged technology to become more efficient, reduce costs and achieve greater customer satisfaction. It is the first Public Sector Oil Company to implement Enterprise wide Resource Planning (ERP) solutions - SAP. Leveraging technology has also helped BPCL to have an efficient risk mitigation system in place and also develop a response plan that help repair any kind of damages due to fraudulent practices, if any.


Vigilance function in Bharat Petroleum is an integral part of the management. The department functions with the concept of “Vigilance for Corporate Excellence”. Adopting an approach of “Proactive Vigilance”, BPCL’s constant endeavor is to promote improvement in systems, processes and practices. It believes that with best practices, adequate controls and transparency in place, decisions taken will be professionally efficient, effective and consistent leading to the corporate excellence. BPCL’s aim is to sensitize each and every of its employee to this concept and the rules, regulations of vigilance, so that their thought and actions are in total unison with the corporation’s co-created vision of doubling volumes and quadrupling profits by 2010. The Vigilance department in BPCL, with it’s headquarter in Mumbai, has the Chief Vigilance Officer (CVO), Ms. I Sasikala, at its helm. She is assisted by DGM (vigilance) and her team at the corporate level along with the regional teams at Mumbai, Delhi, Chennai, Kolkata and with those at Mumbai and the Kochi refineries, at field levels.


The CVO, on the basis of the investigations carried out, provides advice to the management to bring about qualitative improvement in the functioning of the company. CVO also acts as a link between the corporation and the agencies like MOP and NG, PMO, CBI, CVC etc. on vigilance matters and also for sharing of the qualitative initiatives suggested and implemented in the company.


The major work profile of the department comprises investigation of complaints received from MOP and NG, CVC, PMO, BPCL Management, individuals and other sources, preventive vigilance like surprise inspections, regular surveillance/scrutiny of procurement and contract files and CTE’s intensive examination reports, scrutiny of property returns of employees and coordination with Central Vigilance Commission (CVC), Chief Technical Examiner (CTE), Central Bureau of Investigation (CBI), Ministry of Petroleum and Natural Gas (MOP and NG) etc.
