About RTI Act

At BPCL, we remain firmly committed to the principles of Transparency, Accountability, and Good Governance. Over the past two decades, the Right to Information (RTI) Act has significantly strengthened citizens’ access to information, leading to greater public awareness and engagement.

Encouragingly, the rejection rate of requested information has shown a consistent decline over the years. BPCL continues to strengthen its transparency framework to ensure timely, accurate, and accessible dissemination of information to citizens through robust systems and processes. This reflects our sustained focus on openness, accountability, and citizen-centric governance.

Our RTI framework has evolved considerably over the years. What began as a single-window system with one Central Public Information Officer (CPIO) and one Appellate Authority for the entire country has now grown into a robust institutional mechanism. Today, the RTI function is headed by an Executive Director (ED) or Chief General Manager (CGM) level officer, supported by a dedicated RTI Nodal Officer, along with a network of 54 CPIOs and 19 Appellate Authorities across the organization. This strengthened structure enables BPCL to provide prompt, transparent, and high-quality responses to RTI applicants within the stipulated timeline of 30 days, with the Company achieving an average RTI response time of 21 days during FY 2025–26.

At BPCL, sharing information with the public is viewed as a continuous and evolving responsibility. We believe that proactive dissemination of information not only reduces the need for formal information requests but also strengthens public trust and confidence in the organization, thereby enhancing BPCL’s Corporate Brand Equity.

Since the RTI Act came into force in 2005, it has emerged as a powerful instrument for empowering citizens and promoting transparency in public life. Reinforcing BPCL’s commitment to effective implementation of the Act, the ED or CGM Marketing Corporate has also been designated as the Transparency Officer to oversee and strengthen compliance with the provisions of the RTI Act.
