Millions of Indians stop at fuel stations every day to refill their vehicles before continuing with their journeys. However, at select outlets across the country, something more meaningful is happening.
This is the spirit behind Bharat Petroleum’s ‘Silent Voices’ initiative, a powerful step towards transforming everyday fuel stations into spaces of opportunity, dignity, and empowerment for individuals with Speech and Hearing impairments (SHI) as well as other Persons with Disabilities (PWDs), building a more inclusive workforce and society.
Launched in 2023 on the occasion of India’s 77th Independence Day, the BPCL Silent Voices Initiative was created with a clear purpose: to empower individuals with Speech and Hearing impairments and other Persons with Disabilities (PWDs) by integrating them into the mainstream workforce. The initiative was designed with a simple yet powerful belief that ability should never be limited by barriers of communication.
These opportunities for specially-abled youth were created at fuel stations across the country in collaboration with organisations such as Youth4Jobs, Sarthak Educational Trust and DiverseUs Society Trust. The initiative is driven through BPCL’s extensive dealer network ie the fuel station owners and operators who run outlets across the country.
Under this initiative, the SHI and PWD Fuel Attendants at BPCL fuel stations communicate with customers using gestures, visual boards, and sign language. Today, customers get a smooth and often inspiring experience when they witness how seamlessly inclusivity can work in everyday life.
The Silent Voices initiative began with a vision to create employment opportunities for 250+ hearing and speech-impaired youth across 200+ BPCL fuel stations nationwide.
At the end of February ’26, 1501 SHIs and PWDs have been engaged by our Dealers across our network in 1255 ROs spanning 24 states and covering 5% of our Retail Outlet network. This positions BPCL as a leader among OMCs in advancing workplace inclusivity in India.
These numbers represent more than employment statistics. They reflect financial independence, confidence, and the opportunity for individuals to participate in the nation’s economic and social fabric.
At a BPCL fuel station in Pune, a young man who joined through the Silent Voices initiative starts each shift the same way with a warm smile and a practiced gesture asking customers which fuel they need. In his early weeks, there was some hesitation on both sides. Customers weren’t sure how to communicate; he wasn’t sure they would be patient enough to try.
Within months, he became one of the most trusted attendants at the outlet. Regular customers started making it a point to seek him out. Some started picking up a few basic signs as a small act that meant the world to him. Today, he speaks of his job not just as a livelihood, but as something that returned to him a sense of purpose he hadn’t felt in years.
The Silent Voices Initiative has helped in changing public perception and it has encouraged acceptance of people with disabilities in the workforce. Through this initiative, BPCL is not just changing our organization; we are changing lives, breaking down barriers, and building a brighter and more inclusive future together. This is reflected in the recent feat achieved by one of our Driveway Salesman (DSM) Shri Lal Chand, who won 2 gold medals in shot put and in the 1500-meter race at the National Special Olympics Selection Camp in Rohtak. He will represent India at the International Special Olympics in both categories.
These stories are not unique. Across more than 1200 BPCL fuel stations, hundreds of individuals like Lal Chand are quietly rewriting what inclusion means in real life.
Employment opportunities for persons with disabilities often remain limited due to communication barriers and social perceptions. The Silent Voices initiative manages the gap in employment opportunities for differently-abled individuals by focusing on skill development, training, and inclusive hiring.
In partnership with organisations like Youth4Jobs, Sarthak Educational Trust and DiverseUs Society Trust, people of the Silent Voices initiative undergo role-specific training that covers the practical demands of working at a busy fuel station, like handling transactions, operating equipment, managing queues, and communicating effectively with customers and colleagues. Alongside technical skills, the training builds confidence by helping participants understand their own strengths and navigate a professional environment, many for the first time.
Visual communication tools, gesture guides, and signage boards are integrated into the workstations, ensuring that both employees and customers have what they need to interact smoothly. The dealers themselves, and their wider teams, are also oriented to work alongside the Silent Voices members by creating a workplace culture where inclusion is practised, not just proclaimed.
As India makes steady progress towards building a more inclusive ecosystem with government policies promoting accessibility to organisations embracing diversity in many ways, the country is witnessing a positive shift.
Corporate India has an important role to play in this transformation. With Silent Voices, BPCL shows how businesses can contribute meaningfully towards social progress while strengthening their own workforce and community relationships.
Such efforts align with global conversations where organisations are encouraged to move beyond awareness and create tangible opportunities.

The success of the BPCL Silent Voices Initiative is just the beginning. This initiative has the potential to expand even further across the country as more fuel stations implement inclusive hiring practices and awareness grows among customers.
More importantly, it serves as a reminder that inclusion does not always require complex systems or large-scale transformations. Sometimes, it begins with a simple decision to listen and pay attention, even when words are not spoken.
